Sunday, September 9, 2012, will remain indelible in the minds of some families in Lagos State, who lost their loved ones to the brazen attack of a gang of heavily armed robbers, with at least 3 policemen and several civilians killed and many others injured.
But the arrest of all the members of the gang that operated that day, including the notorious South-West robbery czar, Abiodun Ogunjobi, aka, Godogodo, would bring relief to relatives and friends of those killed or injured during the encounter.

Godogodo, arrested on August 1, 2013, now reveals all the chilling details in terms of how he coordinated this bloody operation.

"On that fateful day, I called one of my boys, Sayeed Omolopa, to meet me at Alfa Beach in Ajah, and some other boys led by Kasali and Ejike.

"They were about seven and my boys were five. Yemi Boss, who came with Ejike, said we should go to Agege and rob some bureau de change operators."
Godogodo narrates.

The men agreed that each robber would get what he laid his hands on. They had 2 vehicles and over nine AK-47 rifles.

"When we got to Agege, some bureau de change operators that saw us ran to us thinking we wanted to change money and we opened fire on them and ran into their shops to pack all the money we found.

“In fact, we robbed from shop to shop and we also shot sporadically to scare people. We shot at people who tried to block the road and prevent us from moving.
"I can’t count the number of people killed in that operation. Wherever people tried to block the road, we opened fire on them."
Godogodo confesses they made big money from that operation. However, when the robbers tried to escape, the police blocked them and the gang members opened fire on the van, killing all the policemen inside the vehicle.
It has been learned that Godogodo made over N500,000 on of the other gang members made over N6 million from the operation.

"Everybody made a lot of money from the operation. I didn’t border to read the newspapers the next day to know the extent of damage but I knew many people lost their lives in that operation.
"You know, as robbers, we do not go for operations to kill but we kill when we don’t have option."
Godogodo also narrated how he and members of his gang killed four policemen at Ajah, in February 2013, snatching three AK-47 rifles from them.
He said he killed the policemen because he wanted to recover his nine rifles seized by the SARS operatives from one of his boys, Tosin.
Godogodo also disclosed facts about several other killings. According to him,
"Ife and Oleh brought the job, they told me that we should go and rob a man who had just returned from London with huge sums of money and some drugs.

"We went to his house and discovered that he was not at home and we left in annoyance and went on to rob some people from house-to-house.

"On our way out, we spotted some policemen at Oko-Oba police station, they didn’t know that we were robbers. We killed them before collecting their rifles.
Thus, as a result of numerous operations by Godogodo and his gang members a lot of policemen and innocent people were killed.

Court records have revealed that the pair then went to the beach after many hours drinking together when she remembers Cox sitting against a concrete wall while she had her back to the ocean.
‘She recalls being on her knees, trying to stand up but not being able to.
‘She recalls being held down, she recalls crying and being terrified’ - it was revealed in court.
In his opening address to the jury in May, prosecutor said: ‘She recalls being on her knees and she tried to stand up but being unable to stand up because something was holding her down. She recalls being terrified at that point.’
Cox is then said to have forced her to perform a sex act on him.
Afterwards she cried and hit Cox on the thighs as she told him: ‘Please stop, please stop – I don’t want this.’
Her cries for help were later heard by a young couple and she was taken to a police station, where officers described her as being ‘distressed, shivering and crying’.
Police were also said to have heard her say: ‘He told me over and over again that he had a lot of money.’
Cox, who founded the Manchester-based Quintessential Finance Group, was also on holiday in Australia when the alleged attack took place in January last year.

Following the arrest of Dr. Mohammed Nazeef Yusuf, a lecturer at Kogi State University, Ayingba by the Department of State Service, DSS over alleged involvement with the Boko Haram sect, the university authority has dissociated the institution from the activities of the lecturer and the alleged plan to carry out terrorists attacks in the state.

Also, the Kogi State University Chapter of the Academic Staff Union of Universities declared that the suspect was never an active member of the union.
ASUU Chairman in the university, Dr. Sylvester Ukwuteno said contrary to report from the other suspects that Dr Yusuf was a strong member of the organization, the suspect has never been an active member of ASUU.
According to him, “the only link between him (Dr. Nazeef Yusuf) and the association was because ASUU’s due is deducted at source from lecturers’ salaries. And he, like everyone else has his dues deducted to make him an automatic member. But he’s not a strong member as it has been widely claimed. I cannot remember the last time he attended any of our meetings”.
Also, the institution in a statement signed by the Vice Chancellor of the University, Prof. Hassan Isah admitted that though the suspect, Dr. Mohammed Nazeef Yusuf who was recently paraded by Security agent is a lecturer in the institution the governing council and the management of the school do not know anything about him beyond his duty as a lecturer
“The Governing council and the management therefore condemned and dissociated themselves from all criminality and terrorism in whatever shape or form, where ever and whenever it exist.”
The VC noted that it became imperative to respond to the situation as the alleged involvement of the lecturer has elicited a lot of enquiries from friends, well- wishers, students, stakeholders and sister institutions.
“In view of the negative interpretation and implication for our hard-earned reputation, and the damaging impression on unsuspected members of the public, the institution dissociates itself from all criminal and criminal activities including those of the dreaded Boko Haram sect.”
He assured that security has been beefed up in the school with enough surveillance to curtail any attack from gunmen “In the meantime, the governing council and management of the institution have strengthened security and increase surveillance on campus with the view to stamp out all criminals and criminalities, including Boko Haram activities. We wish to assure the general public, particularly all our students, their parents and guardians, that the campus is safe and there is no threat whatsoever to human lives and property.
“Members of the university community are advised to go about their normal life as the university has adequate security measures to deal with all criminals and criminal activities on campus whenever and where ever they are detected”, he said.

At least 8,000 job seekers stormed the University of Nigeria Teaching Hospital (UNTH) to interview for the position of administrative officers, on Thursday.
The applicants responded to the university’s local advertisement for Administrative Officer II.
Interestingly, at least, 5,000, were shortlisted for the interview.
It was not mentioned how many administrative officers the university planned to hire. However, a staff of the university told the journalists that not more than 10 applicants were going to be employed in each category through the process.

The situation occurred not for the first time.
The previous day, about the same number of jobseekers besieged the school to be interviewed for positions in paramedics and few auxiliary jobs.
A lot of people had to wait under the sun for hours to be interviewed. Others sat on bricks for an opportunity to be interviewed.

According to Nigeria Bureau of Statistics, at least 28 per cent of employable residents of the Enugu state are unemployed. Enugu people say that this figure is underestimated.
The situation an UNTH indicates that there is dramatic job shortage in the country.
The level of unemployment among youth is high up at 38 percent, World Bank states. Many Nigerians argue World Bank and government estimates are conservative.
“In a family of five kids, you will hardly find more than two employed,” Chinasa Ugwu, one of the applicants, who sought to be an Environmental Officer II, said.

Jigawa State governor Sule Lamido commented on the recent defection of five of the aggrieved G-7 governors from PDP to APC, and named chairman Bamanga Tukur a "deadly virus" within the PDP. Mr. Lamido also urged everyone to join efforts in fighting impunity in Nigeria.
Lamido, who did not herd to the All Progressives Congress party, spoke as former Head of State, retired General Abdulsalami Abubakar, visited him ahead of the commissioning of the state's judicial complex by Abubakar in Dutse.
His comments follow the words of the National Secretary, Prince Olagunsoye Oyinlola, who said his expulsion by the national leadership of PDP would not stand - even as the party claimed, yesterday, that it was not losing sleep over the defection of the five governors and leaders of the Alhaji Kawu Baraje-led new PDP.
"We are delighted to have the former Head of State, General Abdulsalami Abubakar here in Dutse. Your statesmanship and commitment made democracy a reality in 1999 by conducting a free and fair election," the Governor said, greeting Mr. Abubakar.

Former Head of State, Gen. Yakubu Gowon, on Thursday in Benin called for constitutional roles for traditional institution in the nation's constitution.

Gowon made the call at the public presentation of the book, 'Cradle of Ideas'' a compendium of speeches and writings, written by the Benin monarch, Omo N'Oba Erediauwa.

He said the traditional rulers, with their wealth of knowledge could help in guiding the nation's political leaders.

Gowon who was chairman of the occasion, described the author of the book as a well-travelled and knowledgeable personality whose 'fountain of knowledge we all should tap from'.

Gov. Adams Oshiomhole of Edo described the monarch not only as the nation's most well-read and exposed monarch but also as the country's most principled royal father.

He said the traditional institution had a major role to play in the nation's development.

The Speaker of the House of Representatives, Alhaji Aminu Tambuwal, said that the Benin monarch was one of the outstanding monarchs in the country.

He said the nation had a lot to learn from the traditional ruler's patriotism and good leadership qualities.

Reviewing the book, Prof Eghosa Osagie, former Vice Chancellor of the Benson Idahosa University, Benin, said the 600-page book was built around religion, education and tradition.

Eghosa said that those themes were critical in human civilisation, adding that the unveiling of the book was timely now that the nation was facing different challenges.

The book presenter, Prof. Wole Soyinka said that the book was a testimony to Oba's intellectual vigour.

The new national identity card can be used as Automated Teller Machine (ATM) card anywhere there is MasterCard logo in the world, the National Identity Management Commission (NIMC) has said.

NIMC's Director of Technical Services, Mr Emmanuel Ogungbe, told Journalists  on Thursday in Abuja that the commission had already signed an agreement with MasterCard.

'As opposed to just being an ID card, the card is also a cash card. What that means is you can also use it the way you currently use your ATM card.

'So if you put money on the card, you can withdraw this money anywhere in the world.

'Two, it's also a travel card. What that means is that very soon, especially within the West African sub-region, you can travel passport-free as long as you have this card with you.

'So this card has multi-purpose use and that is why we are calling it a general-multi-purpose card, it's not just an ID card.'

According to him, all that a holder of the card needs to do is to present it at the point of entry of any country where it will be swiped.

He said the information about the person, similar to the ones on passport, would come out and the country would allow entry.

Ogungbe said that the new card was error-proof and would enhance the security of the country.

'We have a system called automated biometrics identification system in our data centre that checks information of newly registered people coming into the database against what we already have in the database.

'If there is a hit, that means that person was registered before and of course this means we will deny new registration.

'So, there is no way of beating that system for now; I'm very confident of that. That will ensure that you can only register once.

'What the bad elements do is to hide in a way that you won't be able to capture them. But we are saying with this (ID) we know who they are and we will be able to very easily locate them,'' he said.

According to him, if there is a crime and the police are able to lift finger prints from the crime scene and send to NIMC, the commission will be able to give the full details of the criminals.

He also said that the card would reduce incidences of bank frauds as fraudsters would be easily detected and apprehended.

'Talk about even fraud in the banks, where someone will obtain a loan in a particular bank, move on to the next bank without servicing the previous loan to obtain another loan; that will become a thing of the past.

'Because once the bank takes your national identification number, it can see all your various transactions, all various businesses that you have with all the other banks.'

He said that government had asked the commission to 'register every single Nigerian and legal residents' but warned the aliens against any attempt to use the card to commit crimes.

'If you are an alien and you think you can continue doing that and go scot-free, then the person's time is numbered because very soon, we will get to him or her,' he said. (NAN)

The 7 Division of the Nigerian Army, Maiduguri, on Thursday declared its readiness to dislodge suspected Boko Haram terrorists hideouts in bushes around Damboa-Bama and Gwoza axis of the state.

The spokesman of the division, Col. Muhammed Dole, said this during an interactive session with newsmen in Maiduguri.

Dole said the insurgents would be flushed out ahead of Christmas and New Year celebrations

He said the division had mobilised its troops for continuous assault on the suspected hideouts of the terrorists in the areas.

“Troops of the division have embarked on an offensive against suspected hideouts of the terrorists, especially around Beta village believed to be their stronghold.

“The offensive has been supported by air assault by the Nigeria Air Force (NAF),” he said.

Dole said the operations had been most successful as the terrorists were taken unawares.

“They were taken unawares by our assault because their thinking was that we are going to be focused on attacking Sambisa forest.

“Unknown to them, we have already identified their stronghold in the Beta village and by the time the assault was over many had been killed,'' he said.

Dole said the objective was to free the entire area of the Boko Haram elements before the anticipated mass movement of the people for the December break.

A 15 year-old boy named Kieran Obazee was shot and stabbed on Friday Nov. 22 at his east London home by gang members in what police believe may have been a case of mistaken identity, Daily Mail reports. Fortunately, Kieran survived the vicious attack and but is in a serious condition in hospital.
Five men wearing balaclavas and armed with kives and a gun forced their way into the home in Plaistow just before 3am on Friday.
A 23-year-old man has been arrested on suspicion of attempted murder. Detectives believe the attackers were looking for a member of a gang and attacked him by mistake.
This morning a Scotland Yard spokesperson said: 'The person who may have been involved in a gang was staying at the address and they may have been the target, but the boy who was attacked had no criminal background.'

Shocked residents of the estate in Plaistow told how they rushed to the injured boy's aid after his terrified mum ran door to door screaming for help. One neighbour told how they administered first aid. 

The neighbour, who did not want to be identified, said: 'It was quiet on Thursday night, all I heard was the banging as they booted the door in and then another bang, but it didn't sound like a gun shot to me at the time.'

The neighbour said they could see a woman banging on other neighbours' doors and screaing 'please help my son' when they looked into the street.

The neighbour said: 'There was no sound of screeching tyres so they must have run or cycled off after attacking him.

'I ran down and we went into their house, he was lying on the landing floor and there was a lot of blood on the carpet and on the wall.


'His mum and sister had wrapped his leg up to stop the bleeding, the people trying to help him were panicking so I took over.


'I kept him talking, he was going into shock and was really confused. He was bleeding a lot from his lower right calf and his sister was begging the paramedics to come quicker over the phone.
Paramedics arrived at the scene before taking the teenager, the son of a biochemist, to hospital.


The neighbour said: 'It felt like ages before the paramedics arrived, I was so scared that there was a 15-year-old boy who was bleeding out.

'Thank God he's ok, he seemed like a regular lad from a regular family, it's so shocking.
'They were just a normal, nice family, who kept themselves to themselves. I don't know why they would attack him, there's been no-one like that hanging around their house.'


A police spokesman said: ‘Police patrols have been increased in the area in order to provide reassurance to the local community.’

The Trident Gang Crime Command are investigating the incident.

It was a terrible sight on Sunday evening as a middle aged woman, identified as Kemi, bit off the manhood of her neighbour around the Inalende area of Ibadan, Oyo State. Kemi was said to have resorted to biting, according to an eyewitness, after she was thoroughly beating by the man, identified simply as Rasheed.

Speaking on what made her cut off a man's manhood with her teeth, Kemi said: “He reported me and my friend to my friend’s mother in-law after she arrived at our house and thereafter started to beat me and when nobody rescued me from him, I bit him but I do not know it was his pénis.”
It was gathered that issues on how to settle a misunderstanding between Rasheed’s wife and another woman degenerated into a violent fight. It was during the process of partisan interference that Kemi angrily tore the man's dress, held his manhood and bit it off Mr Rasheed's manhood live. Aside from the manhood which was bitten off, she also inflicted a big sore on the man’s abdomen. Rasheed was later rescued and rushed to a nearby hospital in the area for medical attention while Kemi was handed over to men of the Nigeria Police Force in the nearby police station.
Kemi, a mother of two, further said they had not been on speaking terms since she relocated to the area in June and Rasheed’s wife had not been greeting her and her friend. “My friend, Adijat, has not been greeting and talking with Rasheed’s wife, I know that was why he decided to engage me in a fight,” she added.
Unfortunately, Kemi is going to prison as the police is already in the process of arraigning her in court.

A 22-year-old man, Eji Emmanuel, has been arrested by the Lagos State Police Command for the alleged murder of a 39-year-old trader, Sylvanus Okoye.
According to the police, the suspect stabbed the deceased to death at his home on Ezemegbu Drive, Okota in August.
The suspect, however, explained that he killed the deceased in self-defence. He alleged that on the day of the incident, Okoye had attempted to rape him.
Explaining the events that culminated in Okoye's death, the suspect said he was a dancer and was lured to Lagos by a friend, Chukwudi, under the guise of doing music business only for the friend to introduce him to homosexuality.
He said he had gone to report the matter to his friend's boss but his friend's boss molested him twice and he reported the matter at the FESTAC Police Division. He said the matter was transferred to the Zone 2 Police Command and the case was turned against him after which he spent two weeks in detention.
He said he had approached Okoye, who he considered an Igbo leader in the state, to help him with money to return to Anambra State when Okoye also attempted to rape him.
He said, "I went along with a relative to report the matter to Okoye and he gave my friend and I N5,000 and shirts. He told us not to worry, so we slept over at his house. At midnight, however, Okoye came to my room and attempted to made love with me but I refused him.
"My relative later told me that Okoye had sex with him in the parlour that same night. We left in the morning and returned to Anambra State. From there, I went to Abuja where I remained for four months. However, one day, Okoye called me that he had a business deal and invited me to come to Lagos.
"I told Okoye that I would not engage in any act of homosexuality and he agreed."
The suspect said when he returned to Lagos, the deceased said he wanted to open a bar in the area and wanted him to manage the business. He said he passed the night at the deceased's home, but at midnight, the deceased crept into his room and attempted to make love to him.
He said, "In the evening, Okoye served me with bread, butter and tea in my room. Around 3.30am, he crept into my room and wanted to sleep with me, but I refused him.
"Okoye was a big man so he attempted to overpower me, but I picked up the bread knife that was still left in the room and stabbed him in the neck, but he did not die.
"I picked up a flexible iron and bound it round his neck and locked him inside the room.
"When it was 6am, I stepped out of the house and gave the key to one woman beside the gate and fled."
The security guard and the woman whom the suspect handed the key to were arrested by detectives at the State Criminal Investigation Department, Yaba and after three months, detectives were able to locate the suspect in Anambra State.
A police detective said, "The security guard told us that he could identify the suspect if he saw him.
"In the course of investigation, we obtained call logs from Okoye's phone and we learnt that the suspect had used Okoye's phone to call his girlfriend in Anambra State shortly after killing Okoye. We travelled to Anambra State and we were able to locate the suspect who was even wearing the deceased's clothes."
The suspect, however, insisted that he was not a killer but a victim of circumstance.
He said, "My father and my brother are dead. I am the only child of my mother. Who will take care of her if I am sent to prison? I am not a homosexual but I was used. I tried for several months to impregnate my girlfriend but was not successful. I feel they have stolen my virtues."
Police Public Relations Officer, Ngozi Braide, confirmed Emmanuel's arrest, adding that the police were still working to establish it the the victim was a homosexual or not as alleged by the suspect.

Following the arrest of former militant leader, Mujahid Asari-Dokubo, Tuesday, in Benin Republic, the Niger Delta People’s Volunteer Force, NDPVF, has warned the authorities of the West African nation to free the Niger Delta activist or be ready to face its wrath.
NDPVF issued the warning in Abuja last night, in a statement signed by its leader, Mr. Rex Ekiugbo Anighoro.
Likening the arrest to a kidnap by the authorities, NDPVF said the group was appalled by the unprovoked breach of the fundamental rights of the youth leader.
“We hold this arrest as an absurdity. It is unprovoked and questionable and has been without any reason from the government of Republic of Benin.
“We consider this as a kidnap of our leader by the President of Republic of Benin working with certain opposition figures in Nigeria.
“We hereby make demand on President Yayi Bonni of the Republic of Benin to release, unconditionally and with immediate effect, our leader Alhaji Asari-Dokubo and offer unreserved apology to him for this monumental breach of his rights.
“We call on all the aggrieved youths of Niger Delta to be on red alert and ready for a total showdown and shut down if in the next 48 hours his release has not been made.
“We call on the President of the Nigerian union to mediate on this potential diplomatic row that may lead to an unprecedented conflagration.”

(Reuters) - Kenya's president vetoed a bill on Wednesday that would have imposed fines and restrictions on journalists, saying it was unconstitutional, the first time he has used his power to reject legislation.
Lawmakers voted the bill through this month, triggering an outcry from opposition groups and the media, who said it would stunt democracy in a country which enjoys broad press freedoms.
A day later, President Uhuru Kenyatta, told journalists he would make sure their rights were protected and on Wednesday he sent the bill back to parliament, his office said.
"The President recommended that some of the sections be deleted and changes be made to the Bill to reflect the constitutional threshold," the presidency said.
Critics say rules laid down in the bill would curb investigative reports on corruption that plagues Kenyan public life and some media groups threatened to go to court to block it.
The bill set up a tribunal that would have drawn up and enforced a code of conduct for journalists.
Breaking that code would have left reporters facing fines of up to 1 million Kenyan shillings ($11,500) - or 20 million shillings for media outlets.
It would have also forced Kenyan outlets to get at least 45 per cent of their content and advertising from local providers, a move media executives worried would have hurt revenue.

(Reuters) - Mali's former junta chief, General Amadou Sanogo, has been detained and charged with complicity in kidnapping after being questioned by a judge on Wednesday, the government said on state television.
Sanogo was taken into custody by soldiers earlier on Wednesday, the defense ministry said. He had failed to heed summons to appear in court for questioning over the deaths of six soldiers and a missing colonel during an army protest in September.
Human rights organizations have criticized the Malian army for excessive violence and accused them of torture and enforced disappearances in the West African country.
"(A Bamako court) laid charges against Amadou Haya Sanogo who has been placed in custody," Mahamane Baby, spokesman for the government on state television said late on Wednesday.
"What the defendant is currently being accused of is complicity in kidnapping," he added.
Mali's newly elected President Ibrahim Boubacar Keita is under pressure to restore the state's authority over the army, which overthrew President Amadou Toumani Toure last year, plunging the country into chaos.
Controlling the army, along with regaining control of the north, which was occupied by separatists and Islamists rebels until a French-led intervention in January, are widely considered Keita's two biggest challenges.
A spokesman for the group of soldiers involved in last year's coup declined to comment on Sanogo's detention.
A judiciary source said earlier on Wednesday that Sanogo had been charged with murder although this could not be confirmed with official sources.
He added that authorities had also questioned Sanogo over army violence linked to a counter-coup shortly after he seized power in March 2012 and suspicions of financial crimes related to money transfers from the government.
"He needs to account for the use of sums that he received from the defense department," he said, asking not to be named.
It was not immediately clear if the financial probe was linked to a report released this week by Mali's auditor general which found that 49.4 billion CFA francs ($102.12 million) had been lost in 2012 to fraud and mismanagement.
The hearing took place on Wednesday in the Faladie Gendarme training college of Bamako and not the regular court for security reasons, an army officer said.
ARMY EXCESSES
After ceding power under intense international pressure last year, Sanogo, then a captain, headed a committee tasked with reforming the army. The new government removed him from that post in August but he retained his rank as general.
Corinne Dufka, senior West Africa researcher at Human Rights Watch, called the detention of Sanogo "hugely significant" and said Mali's legal system had demonstrated considerable courage questioning such a powerful figure.
"But many other victims of abuses by all warring factions during Mali's recent armed conflict await justice," she said.
Birama Cisse, a shopkeeper in the capital Bamako, welcomed the news that Sanogo had been forced to appear before a judge.
"Like all Malians, General Sanogo is not above the law. He must respond to the court summons and this should be an example to others," he told Reuters.
But others in the capital, where many supported his coup due to frustrations over corruption and the lack of progress under Toure, expressed concern that the detention could result in an army backlash at a time when Mali is still seeking stability.
"I'm afraid that this hearing will lead to a mutiny in the army. He has supporters," said student Mamou Diabate.
While it revamps its army, Mali is still struggling to cope with al Qaeda-linked rebels, who were scattered by French forces in a January intervention but are still launching sporadic attacks in the country's north.

Landmark UN labour treaty extends rights for domestic workers worldwide

5 September 2013 – A United Nations treaty entering into force today will extend the labour and social rights of some 53 million domestic workers around the world.
From today, the Domestic Workers Convention will be legally binding for signatory countries. The treaty was adopted in 2011 by the International Labour Organization (ILO) and is the first of its kind.
“Today’s entry into force of Convention 189 sends a powerful signal to more than 50 million domestic workers worldwide,” said the Director of the ILO’s Working Conditions and Equality Department, Manuela Tomei.
“I hope that it will also send a signal to ILO Member States and that we soon see more and more countries committing to protect the rights of domestic workers.”
Domestic workers often face deplorable working conditions and are subject to labour exploitation and human rights abuses. Lack of legal protection increases their vulnerability and makes it difficult for them to seek remedies. As a result, they are often paid less than workers in comparable occupations and work longer hours.
The treaty gives employees the right to claim basic rights, including days off each week, set hours and a minimum wage. To date, eight ILO member States – Bolivia, Italy, Mauritius, Nicaragua, Paraguay, Philippines, South Africa and Uruguay – have ratified the Convention.
Since the Convention’s adoption, several countries have passed new laws or regulations improving domestic workers’ labour and social rights, including Venezuela, Bahrain, the Philippines, Thailand, Spain and Singapore. Legislative reforms have also begun in Finland, Namibia, Chile and the United States, among others. Several others have initiated the process of ratification, including Costa Rica and Germany.
“All this shows that the momentum sparked by the ILO Convention on domestic workers is growing,” Ms. Tomei said. “The Convention and Recommendation have effectively started to play their role as catalysts for change. They now serve as a starting point for devising new polices in a growing number of countries – recognizing the dignity and value of domestic work.”
According to an ILO study released in January, domestic workers work for private households, often without clear terms of employment, unregistered and excluded from the scope of labour legislation. At the time of the research, only 10 per cent were covered by general labour legislation to the same extent as other workers. More than one quarter are completely excluded from national labour legislation.

(Reuters) - Ethiopia's state-run Ethio Telecom said on Thursday it had picked Huawei Technologies Co Ltd, the world's second largest telecom equipment maker, to roll out a high-speed 4G network across the capital Addis Ababa.
The introduction of the service is part of a $1.6 billion deal signed in July and August between the Ethiopian firm, Huawei and ZTE, China's second-biggest telecoms equipment maker, to expand mobile phone infrastructure throughout the Horn of Africa country.
"In terms of allocation, Huawei will be responsible for the expansion of 4G in Addis Ababa, including other mobile services - the 2G, 3G, IP and the like," Abdurahim Ahmed, Ethio Telecom's head of communications, told Reuters.
Abdurahim said the allocation plan was finalized on Wednesday.
"It is expected to benefit more than 400,000 subscribers. Within an eight-month period, the expansion project of Addis Ababa, including 4G, will be completed."
The deal, signed by ZTE in August and Huawei a month before, will enable Ethiopia to double subscribers to more than 50 million by 2015 and expand 3G service throughout the country.
Both firms will split their work along 13 expansion areas.
The contract was awarded under a long-term loan package to be paid over a 13-year period with an interest rate of "less than 1 percent", Abdurahim said.
Africa's rapidly expanding telecoms industry has come to symbolize its economic growth, with subscribers across the continent totaling almost 650 million last year, up from just 25 million in 2001, according to the World Bank.
Ethio Telecom is the only mobile operator in the country of more than 80 million people, among the last remaining countries on the continent to maintain a state monopoly in telecoms.
The government has ruled out liberalizing its telecoms sector, saying the 6 billion birr ($321 million) it generates each year is being spent on railway projects. Ethiopia plans to build 5,000 km of railway lines by 2020.

Microsoft Corp. on Thursday announced the opening of the Microsoft Cybercrime Center, a center of excellence for advancing the global fight against cybercrime on its Redmond, Wash., campus in the United States. 
The Cybercrime Center combines Microsoft’s legal and technical expertise as well as cutting-edge tools and technology with cross-industry expertise, marking a new era in effectively fighting crime on the Internet.
Each year, cybercrime takes a personal and financial toll on millions of consumers around the globe.
In Africa the number of cybercrime cases have been steadily increasing, especially those targeting financial institutions. In Nigeria for example, The Central Bank of Nigeria (CBN) reported that banks lost N20 billion in 2012 through internet fraud.
The Cybercrime Center will tackle online crimes, including those associated with malware, botnets, intellectual property (IP) theft and technology-facilitated child exploitation. The work done at the Cybercrime Center will help ensure that people worldwide can use their computing devices and services with confidence.
“The Microsoft Cybercrime Center is where our experts come together with customers and partners to focus on one thing: keeping people safe online,” said David Finn, associate general counsel of the Microsoft Digital Crimes Unit. “By combining sophisticated tools and technology with the right skills and new perspectives, we can make the Internet safer for everyone.”
The Cybercrime Center’s international reach will be extended by 12 satellite offices or regional labs around the world in Beijing, Berlin, Bogota, Brussels, Dublin, Edinboro (U.S.), Gurgaon (India), Hong Kong, Munich, Singapore, Sydney, and Washington, D.C. These locations will better enable Microsoft to identify and analyze malware and IP crimes, and share cybercrime fighting best practices with customers and industry partners on a global scale.

Through a collaborative effort led by Liberian president Ellen Johnson Sirleaf, Ivorian President Alhassan Ouattara and the European Union, Cote d’Ivoire will export enough power to aid 18 towns and villages in Liberia, UNMIL Public Information reported in a recent video.
“A lot is going on to deepen the economic ties between our two countries. Our two countries, in partnership with the European Union are currently implementing a project that will bring electricity out of Cote d’Ivoire. As many of you are aware, we currently constructing and erecting light poles, transmission and distribution lines here in Zwedru, Toe Town, Ganta, and elsewhere,” Johnson Sirleaf said at an October closing ceremony.
“This project will ultimately bring affordable electricity to over 10,000 families. We are also building a more powerful line from Man, Côte d’Ivoire, to Yekepa, then down to Buchanan. This line ends up in Sierra Leone and Guinea, connecting our four countries to what is called the West Africa Power Pool,” she said.

Africa evokes images of vibrancy and growth instead of poverty, war and struggle, Ezinne Ukoha reports in a story in The Grio.
In this context, Ghana is fast becoming a mecca for black Americans who are looking for lucrative opportunities in a new environment. About 10,000 African Americans visit Ghana yearly, according to recent reports. Almost 3,000 African Americans live in the capital, Accra, the major hub of Ghana.
Signs of a growing trend
While these numbers are not huge, they are still significant. Almost six years ago there were just 1,000 African-American expatriates living in Ghana.
What has attracted them? This burgeoning nation has consistently enjoyed a peaceful political climate without many threats of internal or external strife since it gained its independence from the British back in 1957, The Grio reports. The temperate weather also makes it an attractive choice.
But most importantly, there are elements that could resonate with anyone seeking a more laid-back lifestyle. The country offers pristine beaches, affordable living and a sense of spiritual calm permeates the landscape, making Ghana an attractive alternative to the proverbial American “rat race,” Ukoha said.
Ghana is living up to that hype, in addition to being a land of economic opportunity and bountiful resources.
Why relocate to Ghana?
Most Americans are starting to grasp the notion that they may have better luck financially in another country. As the American economy continues to falter, some blacks are finding that places new and unfamiliar could challenge them in ways leading to upward mobility.
Monies saved and invested elsewhere can yield bigger dividends. The educational attainment of many African-Americans can be put to immediate use in countries that have not been able to offer their populations similar luxuries until recently.
Much has been written about American blacks moving to South Africa for these very reasons, but I would like to suggest Ghana be added to the short list of locales for those considering planting new roots in the Motherland.
Technology, teaching and more opportunities
There are a plethora of companies in Ghana eager to recruit foreign applicants. If you are lucky enough to be well versed in all things digital, securing employment with a well-established technology firm is a strong possibility. Organizations such as Blogging Ghana have created platforms for interactivity within the social media realm that are reaching a global audience. Employees of such firms will have the opportunity to be proponents for change in an emerging field.
Or you can more easily start a family business. More than half of the African-Americans that reside in Accra are entrepreneurs. Local chiefs are often more than willing to grant prized land and other resources to budding entrepreneurs interested in real estate development, or other commercial ventures. This could also lead to a lucrative life in farming – or “agribusiness” – for those interested in a totally new, yet viable way of making a living.
Teaching is another highly desirable profession. English is the official language of Ghana; thus, entering academia as a teacher of the language could be one means of entrance into a coveted class. Plus, there are many supports extended to foreign pupils and the qualified staff who instruct them. You and your family could benefit from this aspect of the economy as native speakers.

While Ghana is looking to start up a new national carrier after the failure of Ghana Airways, a local business has come up with a unique way to use some of the carrier’s former planes. While the government just announced it has retained an international aviation adviser to help create a new carrier, one defunct plane has been turned into a restaurant.
“Let me say without any shadow of doubt that President John Dramani Mahama is very committed to bringing back the defunct Ghana Airways. The Aviation sector is of great importance to this administration and it is against this background that we are working very hard to bring total transformation to our airports,”  Dzifa Aku Attivor, Minister of Transport, said at the commissioning of the new La Tante DC 10 Restaurant and Bar.
The  DC-10 had been refurbished into the new La Tante Restaurant DC 10, which is situated right opposite the Marina Shopping Mall at the Airport City in Accra, reports Ghana Business News.
The La Tante DC 10 restaurant is fully air-conditioned with a unique ambiance reflecting the La Tante brand and a seating capacity of 118. The chairs and tables have been re-designed to meet high operational standards with separate wash rooms for male and female customers.
It is the first of its kind in West Africa.
Attivor commended Vindira Company Limited for the decision to convert the disused aircraft into a world-class restaurant and bar. “This is a manifestation of government creation of an environment conducive for sustained business and growth of the aviation industry in Ghana,” she said.
She encouraged the operators of the Restaurant to ensure the highest standard of service and the proper maintenance of the facility so it would contribute to GACL’s commercial and tourism drive.
Indira Shriyan, director of Vindira Company Limited, operators of the Restaurant, said  about eight years ago, her company formed a strategic partnership in  the  airport  retail food  and  beverage  business  with  GACL after having won the  concession  contract to operate  a restaurant named  La Tante Royale, at the International departures of the Kotoka International Airport (KIA), reports Ghana Business News.
“La Tante Royale experienced success in satisfying the expectations of its customers by providing high quality food with an irresistible appeal.  Therefore, it came as no surprise when Vindira Company LTD was given the opportunity to develop and manage the proposed La Tante DC10 Restaurant under the La Tante brand name,” she said.
According to Shriyan, the new restaurant has a well-stocked  bar that provide a wide variety of  both alcoholic and non-alcoholic beverages and the food menu reflects a typical African cuisine in addition to a variety of continental  dishes.
La Tante DC 10 Restaurant will also provide services for outside catering, parties and other social functions such as wedding receptions.  The restaurant opens November 11th.

For about 200 francs or $0.40, passengers in Yaounde, Cameroon’s capital, can grab a ride in a “taxi-bus” — that’s if one is going in their direction. Ever since the government ruled out mini-buses — the country’s official form of transportation — black & yellow cars (better known as taxi-buses) have risen in popularity, CCTV Africa reported. Motorcycle taxis have also been banned in the capital’s center, creating an opportunity for drivers and potential taxi-bus entrepreneurs.
“As a driver you have to give 10,000 Francs to your boss every day, so to earn money for yourself you have to work extra hard,” one taxi-bus driver said in the video. Some days you earn more, some days you earn less — but it evens out.”

Kenya has cemented it position has the regional transport hub in east Africa with a $13.8 billion standard gauge railway line that will be financed and built by China. It will run from the port city of Mombasa to five east Africa countries.
K24 reported President Uhuru Kenyatta formally launched the construction of a new standard gauge railway line on Thursday, which will extend across East Africa to reach South Sudan, DR Congo and Burundi. This will be the country’s biggest infrastructure project since independence 50 years ago. The railway line has never been extended or improved upon since its construction during the British colonial era in the early 1900′s.
The first section will link the Kenyan port of Mombasa to the capital, Nairobi, reducing the journey time from 15 hours to about four. After the Nairobi section is finished, with completion due in 2017, it will be extended through Uganda, with branch lines west to Kisangani in the Democratic Republic of Congo, south through Rwanda to Burundi and north to South Sudan.
Passenger trains will travel at a top speed of 120 km/h (75 mph), while freight trains will have a maximum speed of 80 km/h.

(Reuters) - NATO confirmed on Thursday that France plans to withdraw its 320 troops from Kosovo, citing commitments in Mali and a pending French intervention in Central African Republic.
Speaking in Kosovo, NATO's top military commander, U.S. Air Force General Philip Breedlove, did not specify when the troops would leave or whether they would be replaced.
France is preparing to increase its force in Central African Republic, an anarchic former French colony, to at least 1,000 soldiers to prevent sectarian violence from destabilizing the wider region.
In January, French military forces intervened in Mali, another ex-colony, to reverse an Islamist militant takeover of the north. Around 2,800 French soldiers remain in the West African country.
"The French took a decision based on some of their other commitments," Breedlove told reporters, confirming media reports. He said commanders of NATO's Kosovo peacekeeping force would "take care of this issue in the short-term".
"We at NATO headquarters and with other nations will begin to address the longer-term impacts."
French troops have been part of NATO's Kosovo force since the alliance swept into the former Serbian province in 1999 after bombing for 11 weeks to drive out forces under late Serbian strongman Slobodan Milosevic.
The 14 years since have seen the force, known as KFOR, cut back from more than 50,000 at its height to around 5,000 today. Violence in the mainly Serb north of the majority-Albanian country stalled NATO plans to cut back further last year.
For years, French troops were deployed in the volatile north of Kosovo, centered on the former mining town of Mitrovica which has been divided between ethnic Serbs and Albanians since the 1998-99 war.
Tensions in the north remain, fuelled most recently by an EU-brokered accord between Serbia and Kosovo in April to settle ties and integrate the north with the rest of Kosovo, something Serb nationalist hardliners vehemently oppose.
Germany, the United States and Italy account for the largest contingents within KFOR.

Who should pay for climate change disasters?

To a casual observer of the latest round of United Nations climate talks in Warsaw, Poland, last week, it was a battle between Polish coal miners determined to hang on to their jobs, and the people of the Philippines, who would rather not lose their lives to the tempests likely unleashed by climate change.
In the corridors, the talks looked different: another stage in the agonisingly slow crawl towards a deal on carbon emission that diplomats hope to seal in 2015.
Little progress was made on most issues, but the two-week negotiations did end with an outline agreement that could one day allow people like the Filipino victims of the super-typhoon Haiyan to use science to sue coal-mining firms and power companies for compensation.
The deal was still being hammered out on Saturday – a day after the talks were due to close. After compromises from all sides, the negotiators agreed to set up an "international mechanism to provide most vulnerable populations with better protection against loss and damage caused by extreme weather". It was a tacit acceptance that the promises made by governments at the Earth Summit in Rio de Janiero in 1992 to prevent "dangerous climate change" have failed. Dangerous climate change is now happening.

Resort to the courts

It is not yet clear how such an international mechanism will work. Rich nations remain deeply hostile to the idea to handing out compensation payments after disasters. But, with efforts to prevent escalating climate change making such slow progress, it could all end up in court with or without this mechanism in place.
Lawyers say nations hit by extreme weather might already have a case at the UN International Court of Justice in The Hague, the Netherland, which resolves legal disputes between nations. For example, the court could attempt to charge rich nations with failing to honour their Earth Summit commitment.
Such cases would depend on researchers' increasing ability to attribute blame for specific disasters. Myles Allen and fellow climate modellers at the University of Oxford have shown that the European heatwave of 2003, which may have killed as many as 70,000 people, was made at least twice as likely by global warming. Researchers could well conclude that typhoon Haiyan has human fingerprints all over it. Especially since the most recent assessment of climate science from the Intergovernmental Panel on Climate Change (IPCC) found that warmer oceans are increasing the intensity of winds in tropical cyclones, while rising sea levels worsen storm surges.
Allen says legal culpability should start from 1990, the year governments signed off the first IPCC report about climate change. After that date, polluters cannot claim they were ignorant of the consequences. Moreover, Allen says, by 2023, two-thirds of all the planet-warming emissions ever caused by humans will have happened since 1990.

People vs company

If countries can sue each other at the UN, then why shouldn't private citizens take actions against energy companies? A few tried in the US courts after hurricane Katrina in 2005. So far, none have got very far, with courts ruling that climate change is a political rather than a legal issue.
But, with or without a new political deal in 2015 on "loss and damage", that could change. Last week, Richard Heede of the Climate Accountability Institute, an evidence-based NGO in Snowmass, Colorado, tracked 63 per cent of carbon emissions in the past 250 years to just 90 corporations and state enterprises. Chevron, ExxonMobil, Aramco, BP and Gazprom topped the list.
The aim, Heede said, was to "apportion responsibility for climate change". The people of the Philippines might be interested in that.
